Athens was the first government to develop a democracy. They really weren't a very good democracy though because women, children, slaves, or civilians from other city sates could not vote. Athens had a empire at that time and even people from the city-states they conquered could not vote. The Athens people met monthly to make decisions and discuss state affairs.
Athens society was made up of mostly the production of crops and metals. The sea was an important part of the economy because it was how they took their goods they made to other countries. Athens had a lot of silver but not a lot of gold. Even though they really didn't have a set policy they still made their own trades. The women had no freedom at all they were ruled by their fathers until they married then they were ruled by their husbands. They were never allowed to go out of the house. Wouldn't life be boring. Saying that it is only obvious that men ruled Athens and they were the only ones trained to be perfectly physically fit. The sea was where the Athenians were at there best. their naval fleet was superior. Their main objective was either to board an enemys ship or to set it on fire, or ramming the ship (they figured out how to do this because before no ship was fast enough to ram another one.)
